Design/Build Waste Treatment System Operation Davis Liquid Waste Site Smithfield, Rhode Island
   
Loureiro Engineering Associates, Inc., (LEA)
in conjunction with Loureiro Contractors, Inc (LCI), completed a $20 million remediation of the Davis Liquid Waste Superfund Site in Smithfield, Rhode Island. The remediation utilized an innovative approach to treat soil containing volatile organic compounds (VOCs) in an on-site remediation system, designed, constructed, and operated by LEA and LCI. The treatment system combined heat from a radiant floor heating system installed in the slab of the building plus mechanical aeration to release the VOC contamination from the soil. VOCs released into the air of the treatment facility were filtered through a series of filters that remove dust and VOCs from the treatment facility exhaust.
 

Soil was treated to a total VOC concentration of less than 2.0 parts per million (ppm) and replaced on-site. Materials containing PCBs, metals and acutely hazardous substances were shipped off-site without treatment. Over 80,000 tons of contaminated soil was treated in the on-site facility. In addition, over 20,000 tons of material were shipped off-site as hazardous waste. The project lasted approximately 22 months and saved the client over $6,000,000 in Treatment costs.
