Pratt & Whitney Division retained Loureiro Engineering Associations,
Inc. (LEA), to design and perform the remediation of polychlorinated
biphenyls (PCB) contaminated soil and sediment within and immediately
surrounding Willow Brook and Willow Brook Pond at the Pratt &
Whitney facility in East Hartford, CT.
The overall objective of the remediation project was to physically
remove from the site, via excavation and off-site disposal, all
soil and sediment containing total PCB concentration in excess of
25 mg/kg and then install a geotextile, soil and rock cap (engineered
control) over the entirety of Willow Brook Pond and the open channel
of Willow Brook from Willow Brook Pond to Main Street. |

Prior to remediation, LEA was required
by the Inland Water Resources Division of the Department of Environmental
Protection to assess alternative courses of action. After careful
evaluation of all feasible and applicable alternatives, the soil
within the wetland area was excavated to concentrations of 25 ppm
PCBs or less and a cap was installed.
As a design / build project, prior to implementation
of construction activities, LEA prepared all design drawings and
technical specifications necessary to support permitting activities
and direct efforts during construction activities.
