Loureiro Engineering
Associates, Inc. (LEA) was retained by The Black &
Decker Corporation to perform a comprehensive Phase III site investigation
of a former industrial site located in downtown Derby, Connecticut.
The site consisted of several large, industrial buildings with various
chemical and waste storage facilities located throughout the 11-acre
parcel.
The Home Depot entered into a contract to
purchase the parcel, provided the site was remediated in conformance
with the State of Connecticut Remediation Standards Regulations.The
CT Department of

Environmental Protection delegated
the site to LEA under the LEP program. LEA designed a remedial
approach which integrated the remediation with the future site
development plan.This approach eliminated the need for traditional
excavation and offsite disposal of contaminated soils by consolidating
contaminated soils under the proposed building and by constructing
an "engineered control." The approach saved the client
$4,000,000 in comparison with excavation and offsite disposal
and allowed the Home Depot to open their doors for business in
spring of 2001, just eight months after the start of remediation.
