Loureiro was retained to provide civil engineering services for a major urban housing revitalization demonstration project known as Elm Haven Hope VI. The federal government provided about $45 million to revitalize approximately 30 acres of a seriously deteriorated low-income housing complex. The new development contained a mixture of over 360 single family dwellings, duplex town houses, and apartments for senior citizens.
Our engineering services included the conceptual and detailed design of several thousand feet of new and reconstructed city roads, stormwater drainage and sanitary sewer systems, water and gas main extensions and other utility services for electrical power and communication systems. Detailed plans and specifications were also prepared for the required demolition of several blocks of existing housing units and related utilities for sewer, gas and electrical services.
Loureiro was retained by the private developer/owner during construction to provide the necessary construction monitoring services. We provided construction observation and material testing to ensure compliance with the contract plans and specifications related to our civil/site design.
