                            Sanitary Landfill Closure Design and 
                          Construction Activities Town of Stafford, Connecticut
                                                       Based on the recommendation for final closure of the landfill stipulated in the 
                                              Hydrogeological and Engineering Report, the Town of Stafford retained LEA to prepare 
                                        the detailed plans and specifications for the final landfill closure. The contract 
                                    documents included the regrading and final cover of the landfill and construction of 
                                a solid waste transfer station and other ancillary facilities.  
                           Supplemental services provided during the design included coordination with the CT DEP to obtain 
                       a General Permit for the discharge of storm water from construction activities including the 
                   preparation of a Storm Water Pollution Control Plan for the Site.
				
                Services Provided:
             LEA Environmental Services was contracted by the Town of Stafford
          to direct portions of the construction activities associated with the
        final closure.  Activities conducted included: 
	  
    • Selection of qualified subcontractors
   • Procuring over 60,000 cubic yards of cover material
  • Coordinating activities of up to 13 subcontractors on a daily basis
 • Coordinating invoices and payments with the town accounting staff
• Budgetary analysis resulting in the successful 
completion of landfill closure on schedule and under budget
Currently LEA is performing the routine quarterly groundwater and surface water monitoring services in accordance with the Solid Waste Permit issued to the Town in 1985 from CT DEP.
