                             The Permitting, Design, and Construction of TSDFs
          and Containment Building
Loureiro Engineering Associates designed a 40,000 square foot state-of-art facility for handling hazardous wastes at Pratt & Whitney in East Hartford, CT. This premier facility was designed to go beyond full compliance with local, State and Federal regulations, It is one of the most technologically advanced and efficient facilities of its kind.

The conceptual design issues addressed during the preliminary design included: Location, Office space, Orientation, Building codes, Access, RCRA Compliance, Traffic Patterns, Types of materials, Architectural, Quantities, Occupancy/use, Hazard classes, Storage transfer, Air emissions, Treatment.

A number of conceptual designs were developed and presented to the client for review and were in turn reviewed with the local building officials. Essential to the successful design of a building of this complexity is the up-front data gathering and preliminary design work. A preliminary design and cost estimating was conducted as well as a full air emission and RCRA Compliance review followed by the preparation of a RCRA Permit Application.
Items addressed at the preliminary design stage included all of the conceptual design items listed above, as well as fire codes, wall thickness and fire rating, quantities of materials, changes in materials generated over time, compatibility/non-compatibility of materials, how the materials would be delivered to the facility, how they would be handled, HVAC, OSHA, security, ventilation, power requirements, and emergency equipment. Upon receipt of all necessary approvals and sign-offs, detailed design of the hazardous waste storage facility and the preparation of detailed plans and specification were initiated. A number of innovative and modern measures were included in the design to provided one of the most technologically advanced and efficient facilities of its kind.
